Understanding CLB & NCLC levels
The Canadian Language Benchmark (CLB) is the standard Canada uses to measure English ability for immigration; the NCLC is its French counterpart. Both run on the same 1–12 scale, so IRCC can compare results from completely different tests fairly.
Whatever test you take — IELTS General Training, CELPIP-General or PTE Core in English, or TEF Canada and TCF Canada in French — your score in each ability is mapped to a CLB level. For Express Entry, your overall level is your lowest ability, and language points are awarded up to CLB 10.

Frequently asked questions
What is a CLB level?
The Canadian Language Benchmark (CLB) is the national standard Canada uses to describe English ability for immigration. Its French equivalent is the NCLC (Niveaux de compétence linguistique canadiens). IRCC converts every approved test score into a CLB/NCLC level from 1 to 12 so that results from different tests can be compared on one scale.
How do I convert my IELTS, CELPIP, PTE, TEF or TCF score to CLB?
Choose your test above, select the score you got in each of the four abilities (listening, reading, writing and speaking), and the converter shows the CLB level for each ability instantly, plus your overall level — which is the lowest of the four.
Why is my overall CLB the lowest of my four scores?
For Express Entry and most immigration programs, IRCC takes your weakest ability as your official-language level. A single low skill pulls your whole CLB down, so it usually pays to focus practice on your weakest section.
Are CLB and NCLC the same thing?
They use the same 1–12 scale and are treated identically for Express Entry. CLB refers to English (IELTS, CELPIP, PTE Core) and NCLC to French (TEF Canada, TCF Canada). An NCLC 7 in French earns the same points as a CLB 7 in English.
How many CRS points is my language worth?
Your first official language can be worth up to 136 CRS points (34 per ability without a spouse, 32 with a spouse, capped at CLB 10). This tool estimates that total, but age, education, work experience and a second official language all add more — always confirm with the official IRCC CRS tool.
How accurate is this converter?
The score ranges follow the official IRCC equivalency charts, including the current TEF Canada scale. Tests update their scoring occasionally, so use this as a planning guide and confirm your official level on canada.ca before submitting an application.
